The General Safety Regulations (GSR) under the OHS Act address evacuation, fire-safety equipment, and escape lighting. PAR extends these requirements with explicit emergency-lighting mandates.
How GSR + PAR interact
The General Safety Regulations have always required evacuation lighting — but the language is general ("adequate provision shall be made"). The Physical Agents Regulations make those obligations specific: SANS 1464-22 luminaires, SANS 10114-2 design, 1-hour minimum autonomy, documented testing.
Inspectorate enforcement
Department of Employment & Labour inspectors can serve improvement notices (giving time to remediate) or prohibition notices (immediate halt) on non-compliant workplaces. Post-PAR, emergency lighting deficiencies become a specific notice category.
